God is unchanging or immutable. (Psalm 102:25-27; Hebrews 1:10-12; 13:8).

GOD is GOD, "I AM WHO I AM." HE does not change. First of all, change implies chronological alterations and GOD is eternal. HE exists outside of time. Secondly, change means discovering something to cause the change but GOD omniscient. HE knows everything, as well as things that are going to happen, so there are no surprises for GOD to cause HIM to change.

James 1:17 tells us “Every good gift and every perfect gift is from above and comes down from the Father of lights, with whom is no variableness nor shadow of turning.”

We think fo things such as the sun rising and setting as constant and unchanging but even that is ever changing. The sun is fairly constant but the earth's orbit causes the sun to rise, cross the sky and set. It also causes seasonal changes. The sun does change with sunspot cycles and flairs and will one day burn out. GOD will never change but like the sun changing for us due to our planet's orbital path, it may seem that GOD changes. In actual fact, GID stays constant but it is our actions that cause us to perceive a change in GOD. So when GOD changes his mind, its HIM changing but the circumstances that we cause that provokes HIM to react.

Numbers 23:19 is very clear, “God is not a man, that He should lie, nor a son of man, that He should change His mind. Does He speak and then not act? Does He promise and not fulfill?”

GOD and HIS promises are immutable. Its up to us to make ourselves worthy to receive HIS promise. All we need to do is believe. Simple enough.
